More accomplished and enjoyable is "xxxHOLiC: ANOTHERHOLiC," which visits CLAMP's art-noveau supernatural series from the cerebral point of view of NISOISIN. Fans of the original will enjoy the spot-on renditions of the characters—Yûko being sagely mysterious, Watanuki constantly annoyed but curious—and most interestingly, this story is more psychological than supernatural, with mind games being played between the characters. The dialogue sometimes drags and repeats itself, but ultimately, the point that comes across is a thoughtful one.

As far as stories based on existing series go, however, "F-sensei's Pocket" is the real winner—a fanciful comedy that asks, "What if a couple of high school girls stumbled upon Doraemon's gadgets?" Loaded with pop-culture awareness, and even breaking the fourth wall at times ("I can't die; I'm the main character!"), this is what Faust is all about: breathless adventures and insane twists that make one glad to be a fan of "geeky" genre fiction. But for something even more insane, "Drill Hole in My Brain" is the crowning glory of this anthology, a stream-of-consciousness adventure that can only be described as "makes FLCL look like Emma." The overt sexual metaphor of horns and holes in one's heads is just the beginning; surrealism and fetishism and the blurring between reality, imagination, conscious and subconscious make "Drill Hole" an avant-garde tour de force. And even more amazingly, it still manages to have a plot.

By comparison, the essays and manga in the remainder of the book are something of a letdown. Most of the manga doesn't even consist of individual chapters; they're more like individual scenes less than 10 pages long. Blame it on the labor-intensive nature of full-color artwork. The only true manga story is the Yun Kouga/NISIOISIN collaboration, and while it features polished art and an intriguing pair of characters, it pales in comparison to the fiction in the front end of the book. The essays, meanwhile, consist mostly of shoegazing pieces about the otaku lifestyle (honestly, people, save it for your blogs). Ironically, however, the best essay in this set is one from blogger Yukari Shiina, addressing the cultural exchange between Japan and North America and the eternally hot-button issue "What do you call manga that isn't manga?" (Shiina's answer: she calls it "manga.")

Those who physically pick up a copy of Faust will be quick to notice that it is printed on slightly flimsier paper than a typical manga product (it's mostly text, after all). However, there are various extras that clearly cater to the culturally aware reader: detailed translation footnotes, prefaces that put each story into context, and a section of glossy, full-color manga pages (all printed right-to-left, of course). As for the content itself, the translated prose comes out in a style that is clear, modern, and often vibrant—perfect for the generation of young fans who want an imaginative reading experience.

Eventually though, Morinaga does resurface and Souichi is right there to punch him for it. A lot of cussing and yelling later, the two come to a sort of understanding, or at least a long-in-the-coming honest talk. Little surprise though when it gets Morinaga all fired up and he passionately gets Souichi back on the bed. The tyrant continues to exclaim he doesn't want the this sexual encounter any more than he did the first, while even Morinaga points out to him that now, under no influence of alcohol or drugs, that if he really didn't want it, he could easily push him off or just leave. Of course, Souichi doesn't do either. Cue another cuss-filled, denial-ridden sex scene!

While the story already manages to fit in a compelling amount of emotional resonance and steamy sex scenes, the stand-out moments of the volume are definitely the humourous ones. Soichi is hilarious and his reactions are both so crass and honest about any given situation that you can't help but at least chuckle. Being disgusted by a post-sex shower and discovering after-effects trickling down your leg may sound more gross than funny, but when noticed by Souichi, it's another moment to laugh out loud. We fans feel for him, we really do, but it's impossible not to laugh all the same. He takes everything one step further than it needs to be and the over-reaction is more than half the series' fun.

Hinako Takanaga's art style aids in this immensely. Morinaga, despite his more dubious of decisions, is a sympathetic character with his doey, caring eyes. His mop of black hair and lab coat make him cute but easily distinguishable as the proper age. He seems dull in comparison to Souichi though, who in spending most of his page-time looking pissed off, is rendered perfectly to that effect. His mannerisms and expressions are hilarious, so full of spite for life and accentuated by some fun panels and close-ups. This is a man who is going to die young of stress-related disease (completely of his own doing) and the art shows it well. His long ponytail, even at the risk of stereotyping, seems a little odd for someone who is feverently against being feminine or homosexual, yet as far as character designs go it makes him both distinct within the story and in the artist's repertoire of other characters. Plus he just looks good with it.

Digital Manga's work on the series shows the care taken to a fan-favourite. There're a lot of wordy pages in the volume, not in quantity but in sheer style and format – many moments of screaming and various levels of emotional outburst that make this a much louder manga volume than most boys' love tales – and the adaptation handles them all well. Soichi's foul-mouth and anger is especially venomous while still reading with a very natural flow. The text is well placed, though some of the sound effect work looks a little sloppy and potentially mistaken for out-of-bubble speech. The cover art design, which sits upon a nice large trim-size, utilizes bright colours that actually suit the tone of the story a bit better than the more pastel colours of the original. The colours themselves could stand to be a little less neon orange and green though. It appears Digital Manga is playing around with the colour schemes on each subsequent volume, however, and previews of the second volume's cover already show a vast colour-scheme improvement.

Based on references in the first episode, Shura no Toki takes place sometime after 1610, a time period frequently used as the setting for samurai action series. The story is infused with enough actual historical figures and period circumstances to qualify as a work of historical fiction, but it is of a completely different style than Otogi Zoshi, the other major current historical fiction series. Whereas that one takes a more dramatic and artsy look at the events of its time period, Shura no Toki is much more a pure samurai/martial arts action series with a little dash of romance thrown in for good measure. I also get the impression from the style of the production and minimal amount of bloodletting that this one is aimed at much younger audiences than the more graphic and mature Otogi Zoshi.

This first volume packs five action-heavy episodes full of typical samurai posturing and warriors getting soundly thrashed. The spotlight alternates between Yakumo and Miyamoto, each of which gets his fair share of lead time and butt-kicking opportunities, though Miyamoto does it with his sword and Yakumo does it with swift, precision martial arts moves. Yakumo's light-hearted, free-spirited personality is strongly reminiscent of another lovable simpleton, Dragon Ball Z's Goku, and contrasts sharply with the more serious, focused, and conceited Miyamoto. Both are equally shallow and straightforward in their portrayals, however. Iori is your typical spunky samurai wannabe, albeit a remarkably perceptive one, who does a bit of fighting and would do a lot more if he were more capable. Though she doesn't do any actual fighting in this volume, Shiori gets a good share of the screen time as the girl who was always raised as a boy and so doesn't know how to behave or feel as a woman, which gets her completely flustered when she starts to fall in love with Yakumo. She is the one main character who has shown any degree of depth so far, and the storytelling is always at its best when focused on her. Otherwise the main reason for the existence of the series seems to be to deliver rousing action scenes—although admittedly the first volume does that quite well.

The character designs used are clean, simple, and obviously digitally-rendered, with a style strongly reminiscent of other anime series which skew towards younger audiences. Of the four main characters, all except Miyamoto are appealing designs. The artists tried to make him look a bit scruffy, which doesn't translate well into artistry of this style. (The historical Miyamoto was believed to have been less than diligent about his personal hygiene, so likely this was a legitimate attempt to portray him accurately.) Of supporting cast members, the most notable design is of Princess Yuki, who appears in episodes 4 and 5 wearing a striking red kimono and offers up an even more impressively-designed kimono to Shiori at one point in episode 5. The quality of background artistry varies wildly from scene to scene, with some scenes featuring very well-rendered digital designs (the artistry of sliding panels in the princess's home is particularly sharp) and others using what looks like amateurish water colors. The overall color scheme is very bright and cheery, a marked contrast to the drab surroundings normally depicted in period pieces. The animation adequately supports the fight scenes, which use some common stylistic gimmicks but are remarkably well-detailed for the genre. This certainly isn't top-end animation, but it does the job well enough.

The opener sets the tone for the series with an exuberant musical number, while each episode wraps up with an enthusiastic closer. The lively musical score keeps events hopping right along with gentler orchestrated numbers when focusing on Shiori and more energetic and often synthesized numbers during action scenes. The most impressive aspect of the scoring is that it doesn't seem to repeat itself within the first volume, but it also doesn't strike a single wrong note in its support of the tone of various scenes. Its only negative is that it's a little too loud at times when serving as background music to conversations. Even so, this would be a soundtrack worth purchasing.

However, that doesn't mean this volume is entirely devoid of excitement. The thrill of the mission is still there, it's just that everyone can tell where things are headed. We all know that Erza is going to fight back against her captors and go on a rampage through the Tower of Heaven, but that knowledge doesn't stop us from cheering her on when she does so, beating up tower guards left and right. Similarly, we can all predict that Erza's childhood flashback is going to have that defining, dramatic moment that sets her on the path to becoming a wizard—but it's still an impressive sight when it actually happens. And of course, throughout all this is Natsu and company's race against time to catch up with Erza—nobody doubts for a moment that they're going to meet up, but the sheer level of butt-kicing going on (plus well-placed fanservice) is still a delight. For readers who are simply looking for a good time, the only real complaint is having to wait until Volume 11 for the climactic battle of this story arc.

As usual, the one thing that saves Fairy Tail from being Yet Another Typical Fantasy Manga is Mashima's raw artistic talent. Like all the other volumes in the series, this one is practically a travelogue of exotic locales: a coastal resort and casino (where the guild gets some R&R in between story arcs), the stark dungeons and quarries of Erza's childhood, and of course, the fearsome Tower of Heaven itself—all drawn in the fine-lined, perspective-bending style that is Mashima's trademark. But it's not just the backgrounds that get special treatment; there's plenty of eye candy in the foreground as well, from the magic- and combat-loaded action scenes to the creatively designed characters (even if the child versions of Erza and her pals seem more like Doraemon rejects). Clear page layouts and judicious spacing—if a certain scene is important, it's going to take up at least a full page—also keep the story moving at a brisk but balanced pace.

The anime studio Production I.G confirmed on Tuesday that it is producing a film called Momo e no Tegami (A Letter to Momo) for a theatrical release in Japan in 2012. Jin-Roh director Hiroyuki Okiura spent seven years planning, writing, storyboarding, and directing the film; it is his first return to the proverbial director's chair since Jin-Roh in 2000.

"Dear Momo" — that was all that was written on a letter left behind by Momo's late father. Momo and her mother have just moved from Tokyo to the countryside of Japan's Inland Sea. On an island lies a wondrous town surrounded on all sides by quaint homes and nature's landscape. Even as Momo starts a new life, she wonders, "Father, what did you really want to write in your letter…?" One day, she discovers an ancient book in the attic, and from that day forward, strange happenings occur all around Momo.

Fushigi Yûgi was not the first shoujo manga series ever published in the United States, nor was it even the first to be commercially successful. Yet thanks to its epic run of animated television episodes and OVAs, it is without question one of the most beloved. Now Yuu Watase's classic tale of a girl who is magically transported into another world is the first shoujo manga to be reissued in Viz Media's doorstopper VIZBIG 3-in-1 omnibus editions. (Previous titles to have gotten the VIZBIG treatment include Rurouni Kenshin, Dragon Ball, and Vagabond.)

It is, undeniably, an attractive volume. Although it feels like a brick in your hand and is correspondingly difficult to read with any modicum of comfort, there is plenty of paratextual bling to compensate: metallic foil stamping (the first on a VIZBIG edition), french flaps, super bright, acid-free paper, and thirteen full-color illustrations. The unusual trim size means that some illustrations get cut off slightly around the edges, but the loss is not unnecessarily lamentable. More importantly, none of the text bubbles are hacked off or hard to read.

However, even he never began to suspect the extent of his inheritance. In the wake of the appearance of a mysterious, self-healing man with a gun made out of a tree in his flower bed, Rakan learns that he is a “soname,” a person with the miraculous ability to make plants grow just by touching them. Don't stop now to think about any of these particulars; you will just be disillusioned by the patent ridiculousness if you do. Anyway, the mysterious man in question, named Chigusa, is determined to 1) protect Rakan, and 2) take him back to the other world where he came from. Creatures called Ayame are sucking what little life there is left out of Chigusa's world, and only with a genuine soname like Rakan at his side does he have a prayer of thwarting them. Worse still, the Prince (who looks just like Rakan) is an Ayame himself!

This plan is soon complicated, however, by the appearance of new misfit personages from the other world, including Narushige Shigeka, a man born to a family that only desires female children, and Touji Touno, a young man who was born blind. One after the other, Rakan, with his ordinary manners and sense of morality, is able to win their trust, loyalty, and even affection. It's not that the ending of Arjuna is bad; there just wasn't any way for Kawamori to climb out of the hole he'd written himself into. The rest of the show is so didactic and preachy that there really wasn't a way to end the show properly, unless Kawamori had managed to come up with some amazing solution to solve the world's ecological woes. Is it unfair to expect that after thirteen episodes of being hit over the head with eco-preaching we're offered some solution to what Kawamori obviously thinks is the problem with the world today? Probably. Arjuna builds and builds and builds, and in the end, sort of sputters out. It's a beautiful show with beautiful music, but if you were expecting the endless preaching to result in something other than, “Only YOU can save the world! How? Uh…I'll tell you later!” you're going to be disappointed. Let it be known that Juna could probably kick Captain Planet's ass. There's no question of that at the end of the series. I suppose, if we can take that away from this after all is said and done, there just isn't too much to complain about.

Anyone who's followed the Rozen Maiden franchise this far has probably already forgiven the shaky story foundations—why is "Father" so intent on having his creations fight each other to the death? Isn't it kind of convenient how there are tons of alternate dimensions so the dolls can avoid causing collateral damage in the real world?—but it will be much harder to forgive Träumend's inconclusive, slapdash finale. The trust between creator and audience, so carefully built over past episodes, is betrayed in this hollow victory where the villain wins, but then doesn't win, and the real villain was just toying with everyone. This is the kind of stuff that works great as a lead-in to the next story arc. It works horribly as an ending.

An entire generation of new anime fans has grown up in the wake of televised anime, one which includes Sailor Moon, possibly one of the foremost recruiters of fans. Luckily for Sailor Moon fanatics, Sailor Moon Super S is now also available in North America. Released by Pioneer Entertainment, the first Pegasus collection contains the first six episodes from the series. In addition to the episodes, the DVD release also includes the first version of the original Japanese opening theme for Super S. This extra, unfortunately, is rather pointless, as it still has the credits in it. The exact same thing can be viewed just by watching the Japanese version. Pioneer deserves credit for the nice job they did on the DVD packaging however. The cover comes double-sided, with the front side featuring a shot of Usagi with gold lettering, and the disc summary on the back. Interestingly, the character names on the summaries and the chapter titles bear the names of the Japanese characters, which is pleasant. This may throw off viewers who have only heard the English dub names, but it's a pleasing touch for the viewers who prefer the original Japanese version. The flip side features a picture of Chibi-Usa and Diana, with a back side featuring two pictures of the characters. Albeit, one of the pictures of the Sailor Scouts on the back is of poor quality and lacks definition, it is still nice for viewers to have the option of variable covers. Luckily, the DVD insert also doubles as a fold-out mini poster that bears the same art as the backside of the DVD cover. Other than the packaging, there is nothing incredibly spectacular about the DVD, except that the six episodes come at a convenient price.

If viewers are interested in seeing a series with breathtaking art and fluid animation, Sailor Moon Super S is not the place to find it. The artistic elements in the series fluctuate on the quality scale, but never quite hit a high constant mark. At times, there are pleasant watercolor backdrops that make the viewers admire the scene, but these last only momentarily. Also, there are brief scenes dashed here and there where the art almost looks three dimensional due to shifting foregrounds; these scenes make for momentary breath catchers, but also last only momentarily. For the most part, the art is bland and almost sketchy. This is the most noticeable in scenes with large crowds, as the people have mostly blank faces and no defining characteristics. Often, the characters and objects will be devoid of any shading, making them appear very flat and two-dimensional. Aside from the art, the animation is nothing to gape at either. Throughout most of the episodes, the character and camera movements are jerky and make the series look extremely low-budget. It doesn't help that the same few sequences are used almost the entire time throughout the episodes. Granted, most mahou shoujo series reuse transformation sequences, but in this case, scenes are overused to almost absurdity. Every time the setting shifts to inside the circus tent, the same exact sequence is used every single time, except with altered dialogue. After awhile, these over recycled scenes are very frustrating, and almost pain inducing as viewers are torn between fast forwarding through the already viewed scenes, and waiting to see if maybe the dialogue has been changed. The usage of the same exact sequences over and over and over again in the episodes is one of the main reasons why the story line seems to follow the same mundane pattern endlessly. In fact, the story line, or lack thereof, would be drastically improved if each episode had more than a few minutes of new animation. On top of everything, the video transfer quality of the episodes is poor, allowing for blurry scenes and film graining.

Open the Gate spends its time establishing the world of Gatekeepers and the history of the main antagonists. It establishes the relationship between Ruriko and Shun and why each of them wants to be Gatekeepers. The only questions not answered deal with the Invaders. Open the Gate establishes the Invaders as one-dimensional thugs. They have limited ability to react to what is happening and seem easy to dispatch like any other group of faceless thugs. There is some foreshadowing of bigger things to come, but as it stands now this is a simple, monster of the week show.

The series Gatekeepers, establishes itself quickly as an action show in this first volume. Starting with a familiar plotline and working with a unique setting makes it feel familiar, but not a been-there-done-that type of show. Open the Gate gives viewers all the information they need to feel comfortable with the setting and its characters and provides those moments to keep them coming back for more.

The nostalgia surrounding Voltron is a palpable, living thing. It hovers over the show like a shroud, blinding the eyes and fogging the brain. How else can you explain why so many people are so fond of something that is so obviously ill-made, ill-written, and just plain stupid?

The wonder of Voltron is that any show can fail on as many levels as it does. Characters, story, execution; it is unwatchably awful in every category. One of the oldest effort-saving tricks in the history of fiction is to make your characters sub-humanly stupid. That way one doesn't have to construct elaborate plot devices to place them in mortal danger. Voltron does this at every turn. It's difficult to believe that grown men and women could ever be as consistently idiotic as the Voltron cast. Pidge charges a platoon of enemy soldiers with a single pistol for no apparent reason other than to put himself in peril and the leads are consistently fooled by the obvious spies that Zarkon sends to their headquarters to destroy them. And why is it that, even though Voltron is so powerful, the Voltron Force always attempts to attack the enemy in their lion-bots before transforming? Not an episode passes that you don't want to reach through the screen and slap some sense into the heroes. The plot is no better. It is crowded with plot developments predicated on various characters' stupidity, and each episode is structured so rigidly that one can easily pick up the plot even on fast-forward. Those instances in which the show breaks from its moribund structuring are refreshing, but end with Voltron fighting yet another of Zarkon's giant beasties with exhausting regularity.

The dubbing (only the American television version is available here) far from helping, makes things worse. This isn't to say that the acting is bad (although on occasion, especially with supporting characters, it is hideously so); all of the leads are obviously professionals, but the dub so resolutely aims for the younger demographic that the acting most closely resembles American cartoon staples such as The Smurfs and Scooby Doo. That aside, the only serious casting mistake is Pidge, whose voice is so aggravating that the urge to see someone, anyone, give him a wedgie is almost uncontrollable. But these problems pale in comparison to the effects of the obvious changes the dub makes. Character's expressions (for anyone versed in the conventions of anime) are often hilariously at odds with what the characters are saying. Some changes result in narrative discontinuities. In one episode Zarkon says "Bring Princess Allura to me," yet in the next episode, he is shocked to discover that Princess Allura survived the ravaging of her planet. Huh? How does that work? Amnesia? Another character disappears with a vague mention of off-world recuperation even when he has obviously been killed.

The result, in narrative terms, is a show with flat, bone-headed, infuriating characters, and a repetitious, uninspired plot.

The show's execution follows a similar pattern: a heap of problems associated with the original product, exacerbated by the changes made to the American TV version. The animation is atrocious: flat, stiff, and ungainly. Whatever flashes of quality and effort it has are either during scenes that are repeated each episode, or during scenes in which there is no discernible reason for it. The art is the same: dull, flat and uninteresting except where continuously repeated (and what is with the nipples on the Robeasts? Were they designed by someone with some serious Madonna trauma?). Character designs are standard for the era, except for the absurd, pointy-toothed villains. Far more damaging than the poor quality, however, is the inconsistency of the art and animation. Monsters, robots, weapons, people, and towns inexplicably shrink and expand; perspective problems make objects in the foreground look gigantic; Voltron's body proportions change depending on how it is moving. The boring plot and insipid characters make the problem even worse; it's hard not to slip into a game of spot-the-mistake in order to distract oneself from the mind-destroying story.

Conceptually, this series breaks little new ground. People using virtual reality to escape a crappy real life, a being who seems to exist only in the virtual sphere, a seemingly malevolent virtual force which has deleterious effects on the physical bodies of those jacked in, and experiments done on children to enhance their future capabilities are all recurrent themes in both live-action and animated sci fi media; veteran anime fans will not be able to help drawing at least some parallels to the .hack// franchise and Serial Experiment Lain, amongst many others. In fact, the series' only new approaches are to give the material a more decided (albeit inconsistent) horror edge and work mecha into the cyberspace equation by having the professional and terrorist Divers encased within mecha-like Simulacrums when “diving.” Combined with some interesting potential character developments and dynamics and occasional intense drama, the series shows a lot of potential.

Unfortunately the time constraint of having only a bit under two hours to tell the story limit what the series is able to achieve. Some crucial plot points are brought up without ever being fully explained, many of the side characters that show the potential to be interesting do not have enough screen time to fully develop, and the lingering consequences of one of the darkest and heaviest scenes in the series are not allowed to play out satisfactorily. Most prominently, the plotting starts rushing events along beginning around the end of episode 2 and continuing through most of episode 3. Events just progress too fast, with Tohru changing allegiances twice within the span of just a few minutes and the trigger for the climatic confrontations of the final episode developing too quickly to achieve its full impact. Episode 4 feels more balanced, although it suffers a bit from character's hackneyed and ill-supported descent into madness. (Another character, however, is appropriately crazy from the start.)

While not necessarily a problem, the graphic content may be an issue for some. The cover and interior DVD art may not suggest it, but the title is rated TV-MA for good reason. Multiple heads literally explode in detailed fashion before the opener even begins to roll on the first episode, and several other scenes throughout the anime get rather bloody. The nudity shown in the opener is misleading, as only one other scene throughout the four episodes shows even near-nude fan service. Some may find the climatic scene a bit unsettling, but the edgiest content is reserved for a virtual rape scene in episode 2 that will make even the most laconic fans sit up and take notice. Its VR nature does not mitigate how ugly and disturbing that scene looks and feels, as there is nothing fan service-ish about it. Thanks to the time crunch the writing wastes a golden opportunity by not exploring its consequences a bit further. (The victimized character seems a little too quickly composed in the immediate aftermath.)

Visually, the series delivers some nice CG effects and mecha animation, especially in action scenes, although the flat-footed mecha designs leave a lot to be desired. Although not overwhelmingly cute, Ren has enough of that “I'm a cute and vulnerable girl” thing going for her to make her appealing, especially a bow in her hair that seems intentionally designed to vaguely resemble rabbit ears. Other character designs and animation are done well enough but do not particularly impress. Overall, the production values of this Satelight are not significantly higher than one of the better TV series, especially compared some of its other recent top-notch efforts.

Funimation's English dub mostly consists of the usual suspects for their mature-leaning titles, including the likes of Carrie Savage, Jason Liebrecht, Colleen Clionkenbeard, and Christopher Bevins. No significant fault can be found in any of the casting decisions or performances, which are, at worst, on par with the originals. The English script, which sometimes alters the wording enough to have characters saying notably different things when compared to the subtitles, actually may correct one problem with the subtitles: what the English script calls “Leviathan,” the subtitles much more clumsily try to call “Revaia-san.” This interpretation is understandable, given how “th” sounds tend to meld into “s” sounds in many other languages, but it's clearly not right given the context.

Tokyo Governor: 'Nonexistent Youth' Bill Needs Changes

Says bill to regulate manga/anime/games is misunderstood; Chiba plans bill also

Tokyo Governor Shintarō Ishihara acknowledged during a Friday press conference that even though he backs a bill to regulate sexualized depictions of "nonexistent youths," the bill's vague language needs to be rewritten to resolve misunderstanding. Ishihara and the Tokyo Metropolitan Government's Office for Youth Affairs and Public Safety had pushed for the bill's passage in March, but it met resistance from manga creators and authors who say that it infringes on the freedom of expression. As the debate continues in Tokyo, the neighboring prefecture of Chiba revealed on Thursday that it also plans to regulate the sexualized depictions of minors.

During the Friday press conference, Ishihara said that the convoluted legal language of the bill is making it harder for people to understand it. He cited the phrase "nonexistent youths" as a key example, and said that the newly invented term makes people wonder, "Are they talking about ghosts or something?"

The current draft of the Tokyo bill would prohibit sexualized depictions of "nonexistent youths" — such as in manga, anime, and other materials — from being sold to minors. The bill coins the term "nonexistent youths" and defines it to mean characters that appear or sound to be younger than 18 years old. It would also designate material that deal with "anti-social acts" of sexual nature, such as rape and incest, in the same category of "harmful publications." Under the proposed law, minors are prohibited from buying or reading publications from this category.

The Tokyo Metropolitan Governement is streaming a video of the press conference, and the Sankei Shimbun paper posted a partial transcript of the press conference. Dan Kanemitsu, a translator and production coordinator living in Tokyo, translated the sections of the conference that dealt with the "nonexistent youths" bill.

Release of Public Comments on Bill Delayed for 4 Months
The government had requested comments on the proposed ordinance changes from the general public from November 26 to December 10 of last year, even though, as of May 8, it still has not officially posted text of the bill itself online. The 28th Tokyo Youth Affairs Conference tabulated the 1,581 public comments and responded to some of them. However, the government delayed the public release of the comments, despite repeated requests from critics such as Tsukuru Publishing and Assembly member Keita Nishizawa.

The government finally released the comments into the public record last week, but blacked out several of the comments' text. The Mangaronsoh blog posted some examples of comments with blacked-out text.

Chiba Considers Regulating Manga, Characters
In a separate development, Chiba Prefectural Government laid out its "Chiba Prefectural Youth Healthy Development Plan" on Thursday. Among other elements, the sixth basic objective of the plan would amend the current ordinances to "regulate manga, characters, and other materials that depict minors sexually." Osaka and Shiga are two prefectures that already designate some manga as "harmful publications" which cannot be legally sold or browsed by minors.

Update: The governments of Tokyo and Chiba both have existing Youth Healthy Development Ordinances to restrict the sale of explicitly sexual materials and other "harmful publications" to minors — as do almost all prefectures in Japan. However, Tokyo and Chiba's proposed revisions would expand the ordinance to include material that are not necessarily explicit as "harmful."

The Mangaronsoh website asserts that, of the 1,581 comments that the government's 28th Tokyo Youth Affairs Conference received on the proposed changes, only 57 expressed partial support and only 16 expressed full support. The government delayed the public release of the comments until after the bill's originally scheduled March vote, but the opponents were able to delay the vote and press for the comments' release. One small problem that is difficult to determine who is responsible is a bit of confusion in the text. The reader is privy to the thoughts of all the characters, not just one or two, but sometimes it is really difficult to tell whose thoughts you are getting access to. Many times this problem is fixed in the original language by putting the thoughts of each character in a different font, but sadly this never seems to get translated with the rest of the text in English releases. Another minor inconsistency is the translation of the name of the sport Lena is captain of. The editors can't decide if they want to call it by its Korean name, kumdo, or the Japanese name, kendo, so both terms are used frequently throughout the novel.

Never heard of a 2002 OVA series titled Step Up Love Story, even though it's based on a best-selling seinen romantic manga? Its official title may sound drab and forgettable, but mature, hard-core anime fans may be more likely to recognize it under its alternate titles Futari Ecchi and/or Futari H, both of which make much better titles than the one actually used. That a series like this actually got licensed for semi-mainstream release is more than a little surprising, given subject matter more typical of a hentai title, but if a racy non-hentai OVA like Weather Report Girl can make it into release in the States then there must be at least a small market for something like this. Licensor Media Blasters must have been thinking along those lines, as they have given it the niche-marketed sub-only release treatment under their AnimeWorks label.

Everything about this title, from its subject matter to its explicit displays to the behavior of many of the characters, gives the vibe of a full-blown hentai title, but SULS always stops just one small step shy of straying into material that would require digitization by Japanese release standards; think of those soft porn Adult flicks Cinemax airs in its late-night programming for the closest American parallel. Even so, accompanying the plentiful nudity, undergarment shots, and sex scenes are topics including graphic discussions and depictions of foreplay, masturbation, blow jobs, premature ejaculation, and general sexual activity, with references only made to cunnilingus. One major plot point even involves Yura not realizing that Makoto's “quick on the draw” initial performance did not bring her to orgasm, since she has apparently never had one before and so has no point of reference. How Media Blasters got this one by with only a 16+ age rating, instead of the more suiting Mature Audiences rating, is beyond me.

Step beyond all the explicit content (hard as it may be to overlook) and you have a generally pleasant slice-of-life story about two inexperienced individuals learning the ins and outs of the physical side of romance, with occasional bits of humor sprinkled in for good measure. The writing tries to liven things up with regular interference from Yura's sexpot younger sister and some rather aggressive women at work who do not regard Makoto's new marital status as an impediment, but even the refreshingly frank and honest way in which the series approaches learning how to please your partner does not establish good enough writing standards for the series to stand without its more ribald content. Watch the series for its sexual content, don't expect much else, and you will probably not be disappointed.

Pleasingly sexy character designs demonstrate where the focus of the series lies, with Yura looking especially good in her Western-styled wedding dress and sister Rika looking hot in just about anything. The artistry works best when narrowly focused on characters in key scenes, but at other times the unremarkable background artistry and occasional lack of refinement in the character renderings falls well short of the quality level of the better OVAs (or even TV series, for that matter) from the same time period. Animation loaded with shortcuts will not impress much, nor will a thoroughly bland musical score. Its strongest aspect is its closing number “Sync,” but that isn't saying much.

The North American manga and anime publisher Viz Media has begun streaming the first five subtitled episodes of the anime adaptation of Matsuri Hino's Vampire Knight manga on its VizAnime.com website. Viz also noted on its blog this week that it is streaming subtitled episodes 1-114 and 391-448 of One Piece, and Season 1 volumes 3 and 4 of NANA in English-dubbed format is now available on the iTunes Store.

The North American anime distributor Funimation has provided ANN with a list of more free episodes that it has posted on YouTube, Hulu, and its own website these past two weeks. Among the new titles posted are the first six subtitled episodes of Desert Punk, the first four subtitled episodes of Full Metal Panic!, Full Metal Panic? Fumoffu, and Hero Tales, all 14 dubbed episodes of Mr. Stain on Junk Alley (Ga-Ra-Ku-Ta: Mr. Stain on Junk Alley), the first eight subtitled episodes of Hetalia - Axis Powers, and all 24 subtitled episodes of Trinity Blood.

Requiring that the lion's share of the dialogue rhymes means that, of necessity, the dialogue in the dub varies greatly from that of the original. In and of itself, this presents no problems, and on a technical level the dub is fine; the performances are strong and the English cast's singing capabilities, if not quite on par with their Japanese counterparts, is good. But the changes in the script tip the balance of the humor even further towards the crude and vulgar, and taint the personalities of the leads (Mako and Hide specifically) with a mean-spiritedness that upsets the delicate balance of their interaction, effectively severing that lifeline mentioned two paragraphs previous.

If you ever want to become a Nerima Daikon Brothers expert, this disc's extras are a good place to start. Every episode has a full-length commentary featuring the original director and one other member of the staff ("technician" Haruka for episodes 1-3 and the lead actor for episode 4). There's an insert filled with useful background information. And there're the ever-popular AD Vid-Notes. Unfortunately, there simply isn't enough interesting information in the on-screen notes to justify watching the entire disc over again just in order to read them. It's fantastic that the information is included in any form, and they work as an extra source of entertainment, but in pure information-gathering terms, they would have been better if compiled as an on-disc document. Also included are a karaoke option that provides sing-a-long subtitles for the songs, and a live-action music video of the opening song. Spoiler watch: the audio commentaries give away one important development later in the series.

Now well into her second year at Lillian's, Yumi is feeling the pressure to soeur up. Unfortunately she's having difficulty establishing the right connection with any of her underclassmen. Bottle Fairy jumps right into the story without explaining how things got this way. It doesn't say why the fairies want to become human, why they chose to stay at Sensei-san's house, or how they traveled from the fairy world. Then you realize: this is not the kind of show that worries about explaining things. (Besides, it's all summed up in the theme song.) From a plotless premise, the series jumps into a tightly structured yet still plotless first half: each 12-minute episode covers exactly one month of the year, and the fairies learn what goes on in that month. As for the lesson plan, however—well, there is no lesson plan. Within each episode, logic and sequence disappear, giving way to stream-of-consciousness puns and gags as the fairies figure out the most human way to engage in activities like Golden Week, summer vacation, and school.

Is this show targeted at three-year-olds? Was it made by three-year-olds? No, it's just the next stage in the moe subculture—a scatterbrained sort of cuteness aimed at young male fans, but this time disguised as kiddie fare. No one with a self-respecting sense of taste would watch this.

Too bad they're missing out.

In most ways the first five episodes of Tokyo Majin resemble other dark, graphic supernatural action series involving a team of individuals brought together by their powers and circumstance to combat paranormal threats. Like X, Ten Tokyo Warriors, and several others, the heroes come from diverse backgrounds, have diverse powers generally in tune with their natures, do not necessarily get along with each other, and fit comfortably within well-established archetypes. While it may emphasize its horror aspect a bit more than most, such a slant is too common in the genre to give this series any separation.

The one place where Majin does distinguish itself from other titles of its ilk – in its propensity to insert goofy moments – cannot be considered a plus. The creators go through all of this effort to establish an effectively dark and edgy environment only to disrupt it with random silliness like the nature of Anko's first appearance, her being bottled up in a large vase later in the volume, or the ridiculously caricatured appearance of Daigo's wrestling team. Sure, Hellsing Ultimate gets away with a similar approach, but in that case it fits better because of the high-spirited nature of the series; for all its graphic content, it isn't meant to be taken entirely seriously. This one, contrarily, relies too heavily on its serious content for its credibility and plot progression to tolerate the inanity it has. This becomes increasingly apparent later in the volume when Anko, whose overzealous “get the scoop” efforts make her one of the primary sources of comic relief, gets into a situation which radically changes her demeanor, thus pulling her out of that role. (Whether this will be a temporary change or not remains unclear at the end of the volume.) The only place where the humor does work is in the behavior of the teacher Maria, but that may be because her behavior is more a reflection of her attitude than an outright attempt to be funny.

Occasionally disjointed storytelling and storyboarding also presents a problem. Dropping viewers into the middle of the story and using the second or third episode to fill in the backstory is a common structure in anime series that often works well, but the first episode throws out so many things without explanation or adequate context that it becomes a confused jumble. At other times the story jumps around too much without adequately connecting scenes, and in some places shots are outright missing; for instance, late in episode 4 Komaki is shown standing upright on her own in one shot, then is inexplicably being cradled in a teammate's arms on the ground when the perspective on the same scene changes.

The writing does have some upside, however. While the principle characters may not appear at first to be anything more than the one-dimensional role-players required for the parts, as the volume progresses the female side of the roster gradually starts to demonstrate more depth than that. This becomes most evident in what happens to Anko, but the tomboyish Komaki also shows some insecurities (and possibly suppressed feelings) beginning with episode 5 and Aoi eventually reveals that there may be more to her than her idealistic, irritatingly spineless persona; how someone as unassertive as her became student council president remains to be explained, but flashbacks suggest that she has some lingering Serious Issues shaping her character. Maria offers a lively but not over-the-top addition as the homeroom teacher, and fellow teacher IMAGI has yet to reveal where his eccentricities may be leading. By contrast, the annoyingly rude Kyouichi is still locked firmly into his brash delinquent role, Tatsuma never seems to do much except play along as needed, Daigo shows little character beyond being sweet on Komaki, and Kisaragi behaves like an arrogant jerk towards everyone except Aoi. It could, of course, just be that their turns haven't come up yet.

Beyond the aforementioned caricatures, character designs favor stylized faces, slightly angular looks, and hairdos with sharp edges. So many different characters have stray strands of hair sticking out that it must be some kind of weird fashion statement. None of the designs beyond possibly Aoi and Daigo impress much, nor does the background art, and all of the visuals have a dull haziness to their coloring which makes it seem like one is viewing the series through some kind of filter. The animation, which often looks stiff and only barely supports the action scenes, also fails to impress. No fan service will be found here, but the graphic violence and occasional English obscenities in graffiti warrant a TV-MA rating.

“Eclectic” may not be a strong enough word to describe a musical score that wanders all over the map. The hard rock songs by ACID that serve as the opener and closer may seem to set the tone, but only in the episodes about the demonic guitarist do heavy rock themes prevail. In other places classical music pieces and violin solos predominate, while still others rely on electronica numbers and standard spooky themes. It could be praised for being flexible or criticized for being unable to settle on a unifying theme, depending on the viewer's point of view.

ADV's English dub features a handful of seasoned veterans sprinkled amongst a principle cast light on experience but not lacking for talent. Casting and performances fit fine with the originals, with the voice of the doctor at the end of episode five actually sounding better in English due to having the deeper, throatier (and possibly electronically lowered) sound one would expect of someone so big. English scripting stays reasonably close.

Nothing beyond previews clean opener and closer can be found amongst the Extras, so purchasers must content themselves with five full episodes.

Based on its first volume, Tokyo Majin shows at least some potential as a decent supernatural action series which may be headed towards some real character developments. It must prove that it can sort out the problems it shows in its first five episodes, and decide whether it wants to be a lighter or more dedicatedly horrific tale, before meriting a recommendation, however.

According to Bandai Channel email magazine, the second season of Shinshaku Sengoku Eiyuu Densetsu Sanada Juu Yuushi The Animation was announced to be aired from this October. Shaman King/Ultimo's Takei restarts Jumbor; Nogami moves Sailor-fuku to Jūsensha

The manga creator who goes by the name "Oh! great" (Ōgure-Ito) will be ending his Tenjho Tenge action series in the September issue of Shueisha's Ultra Jump magazine on August 19. DC Comics' CMX Manga imprint published 18 of the 21 current volumes in edited form in North America before shutting down earlier this month. The manga inspired a 2004 television anime series (which Geneon Entertainment released in English), as well as a television special and a video sequel.

Takayuki Yamaguchi has ended his samurai manga Shigurui in the September issue of Akita Shoten's Monthly Champion RED magazine on Saturday. The manga adapted part of Norio Nanjo's historical novel Suruga-Jō Gozen Jiai, and the 2007 Shigurui: Death Frenzy television anime series in turn adapted the manga's story. Funimation released the anime in North America. The 15th and final volume of the manga will ship in Japan on October 20, but there will be an "important announcement" in the next issue of Monthly Champion RED on August 19.

He then drew a one-shot story in the November issue of Ultra Jump last year, followed by another short story in the March issue this year. Kodomo no Jikan Anime's Return Announced (Updated)

New original anime DVD to ship with 9th manga volume in January 2011

The wraparound jacket band on the eighth volume of Kaworu Watashiya's Kodomo no Jikan comedy manga is announcing this month that the anime adaptation of the manga will be returning. No further details have been provided yet.

The manga was already adapted into a television series in 2007, and an "unairable" episode was bundled with the fourth volume of the manga. A second series, Kodomo no Jikan Nigakki, shipped on DVD last year.

Death Note Ban in Albuquerque High Schools Fails Vote

New Mexico's Albuquerque Public Schools held a Thursday hearing over a parent's concerns on the Death Note manga series, but a committee voted unanimously against a proposed district-wide ban on the manga. Peggy Salazar, a mother of a student at Albuquerque's Volcano Vista High School, advocated for the ban and added, "Killing is just not something we should put out there for our kids to read in this way." At least two of the district's 13 other high schools — Valley High School and Atrisco Heritage Academy — also carry the manga in their libraries.

In the Death Note suspense manga, live-action films, and anime adaptation, a teenager finds a notebook with which he can put people to death by writing their names and the dictated manners of death.

According to the KRQE News 13 program, this is the first time in five years that the district had considered banning a book, and a spokesperson told the program that the district had not actually banned a book in recent memory. Tom Genne, one of the seven committee members at Thursday's hearing, said, "High school age kids do grapple with questions about justice and morality, and whether civilization, or the societies of which they are a part of, are making good decisions." Eddie Soto, the district's associate superintendent for secondary education, will make the final decision on the manga.

In a separate development, the WPXI television station reported on Monday that a 14-year-old eighth-grade student from Pennsylvania's Avonworth Middle School was suspended after a "Death Note" list was found on a school bus last week. According to a mother of another eighth-grade student at the school, the notebook paper listed the names of several students in the same grade and teenaged Canadian pop singer Justin Bieber.

Ohio Township police said a student wrote "Death Note" on the upper right corner of the paper, but added that the list did not constitute a crime. Although the police are still investigating, Chief Norbert Micklos told WPXI, "There was nothing that substantiated a threat; just names and a date on it."

There have been at least six previous incidents in the United States where school officials linked "Death Notes" to students being disciplined. A high school senior in Richmond, Virginia was suspended in 2007 over a list of his classmates that the school principal linked to Death Note. A middle school student in Hartsville, South Carolina was "removed" from school over a "Death Note" notebook in March of 2008. In Gadsden, Alabama, two sixth-grade students were arrested in the following month for a notebook that allegedly listed their school staff and fellow students in a manner similar to the Death Note anime. A middle school in Gig Harbor, Washington expelled one student and disciplined three others in May of 2008 for writing 50 names in their own "Death Note" book. Two elementary school students from Oklahoma City were to be disciplined last December for allegedly listing two other students and the manners of their fictional deaths in a "Death Note" notebook. An eighth-grade student was suspended indefinitely from a middle school in Owosso, Michigan after a "Death Note" notebook was found this past March.

On the other hand, a Washington state librarians' group nominated the manga for a young adults' book award. The manga's Taiwanese publisher and a non-profit Taiwanese watchdog group supported the work for raising issues.

Tsurugaoka Hachimangu is Kamakura's most important shrine. It was founded by Minamoto Yoriyoshi in 1063, and enlarged and moved to its current site in 1180 by Minamoto Yoritomo, the founder and first shogun of the Kamakura government.
